Welcome to the Dogwood Consortium

The Dogwood Consortium was formed to provide regional coordination for the distribution of federal funds made available by Title II of the Ryan White Comprehensive AIDS Resource Emergency (C.A.R.E.) Act of 1990. The purpose of Title II of the Ryan White C.A.R.E. Act was to provide formula funding assistance to states to improve the quality, availability, and organization of health care and support services for individuals and families affected by HIV disease. The C.A.R.E. Act has since been renamed the Ryan White HIV/AIDS Treatment Modernization Act – Part B. The Dogwood Consortium is responsible for receiving and administering funds made available for our regional area: Bladen, Cumberland, Harnett, Hoke, Moore, Richmond, Robeson, Sampson, and Scotland Counties.

In addition to Ryan White – Part B funding, the Consortium also receives funding through the Department of Housing and Urban Development's Housing Opportunities for Persons with AIDS (HOPWA) Program. The HOPWA Program is designed to enable local service providers to help prevent homelessness among persons living with HIV disease.

ABOUT THE RYAN WHITE PROGRAM

The Ryan White Program was created to enable consortia to improve the quality, availability and coordination of health care and support services for individuals and families with HIV disease. The program emphasizes a comprehensive continuum of care for persons with HIV infection. The focus of this continuum is on essential outpatient health and support services. The Dogwood Consortium has chosen to contract out with local service providers for the provision of these services. The provision of these services, however, is dependent on the availability of funds. The money to pay for these services is money of last resort. If any other way to pay for these services exists, such as Medicare, Medicaid, state programs, local agencies, private insurance, or pharmaceutical programs, that source must be utilized first.

ABOUT HOUSING OPPORTINUTIES FOR PERSONS WITH AIDS

The Department of Housing and Urban Development's HOPWA Program was designed to prevent homelessness among person living with HIV disease. This program focuses not only on the wide range of housing needs through the course of the disease, but also on the continuum of essential out-patient health and support services similar to Ryan White services. The Consortium will utilize these funds for the sole purpose of assisting with housing needs.
